    "For clarity she installed the stop valve onto my pipe, it wasn’t just turning it off.
    The tenant said at the time she had workmen around and all this was confirmed to the police but they failed to act despite saying that this is a criminal offence."

    Did the police do nothing because the water had been turned back on or was it still off when they left? If it was back on they would consider her told in the hope she didn't turn it off again. Has she turned it off since they attended?

    When you say SCC do you mean MCOL?
    The MCOL application form requires you to state which law you believe has been breached (because no legitimate breach = no claim) and what monetary loss you suffered. It is only money they consider (the clue is in the name) and if you win they will not grant you an injunction to prevent it happening again.
    You only get one bite so you must get it right first time. 
    If you tell us the legislation breach and the evidence you will present for the amount of your claim we will be able to advise you

    Malak, do you have Legal Protection on your property insurance? If you do, they might not take the case on as it occurred before you moved in, but I think they'll still provide legal advice.
    I wonder... could this person's actions come under 'Blackmail'?!

    What elements need to be established to prove blackmail?

    To prove blackmail it must be shown the defendant did the following things:

    • made a demand;
    • with menaces;
    • that the demand was unwarranted; and
    • that the defendant has a view to make a gain for himself or another or have intent to cause a loss to another.

    OP, did the Freeholder contact you, at any point, to say that your tenants were noisy and give you the opportunity to resolve the problem, whilst you were abroad?

    You turn it in the knowledge that it will deprive another person of running water in their home, and deliberately inflict discomfort and inconvenient to them by doing so - it sounds as if the OP has a confession of such by email. 

    You could turn a stopcock without menace, if you moved into a property and wondered what this weird tap in your flat did and decided to turn it off for safety when you went on holiday.
