A POPLA appeal like the one here can't lose, as long as the driver is not implied at appeal stage and as long as you make it clear that NCP are using contract law, not byelaws, and without the POFA, with a contract law parking charge, there can be no keeper liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
