Help regarding price cap

I have been offered flexible deal with Shell. SC 25.08, UR 20.59 electric, and 26.11 SC,UR 4.05 gas.
The new price cap is 45.34 SC, UR 28.34 electric and 27.22SC and UR 7.37.
Why are they offering flexible for 20 SC under the price cap electric. And 8 UR under the price cap. Is this deal too good to be true or am I reading wrong. Or are they hoping the Oct price rise will claw more money from me?
Any help appreciated

... because the new cap does not come into effect until April 1, at which point your Shell flexible tariff will increase...

Precisely as above.
Your first set of rates from now until 1st April.
Next set, may vary slightly by region, 1 April to 30 September.
Then, 1 October another increase of who knows what.0 -

It is truly shocking, when my EDF fix ends, from July my average monthly bill will rise from £56 to £126 if the Standard Variable Tariff is still the best way to go.
That's based on actual annual usage.0 -
