Maybe someone's mixed up inc and plus VAT, given that £360 is £300 plus VAT.Everything that is supposed to be in heaven is already here on earth.

Agree with Doozer, that most likely the quote didn't include VAT, and it's been added to the invoice. Check the small print on the quote.
Are they even VAT registered? I often have found non-VAT-registered trades trying to add VAT to the price.
If it's just an invoicing mistake, and you have over paid, then they do owe you £60, so you should ask nicely for an explanation/refund . Theoretically you could go to court for the £60 if they do owe you it, but realistically you never would as it's just not worth it. How did you pay? If by card or bank transfer, if it is an invoicing error and not legitimate adding of VAT, you could contact your bank and try to get the payment reversed, telling them it was a mistake, and then pay the correct amount.
