Vinyl Matt Emulsion paint - undercoat?

Could anyone advise if Dulux Trade Vinyl Matt Emulsion can be used as a mist-coat and general undercoat? I thought it would be fine as the blurb describes it as a water-based emulsion, but having googled a bit (mostly for how long to let a mist-coat dry) so many sites say to never use a vinyl paint as it won't adhere to the plaster properly. But it's also possible they're only referring to vinyl silk etc, rather than this vinyl matt emulsion, they're not that clear.
Any advice / experiences welcome!

I’m using vinyl Matt to paint our house, but not as a mist coat for the reasons you advise on areas where we had new plasterwork done. For the sake of getting another tub of non vinyl paint, which is cheaper anyway so won’t really cost much extra (in fact arguably less as you’re using a cheaper paint as the base coat), I’d be inclined to play it safe.0
