Planning Application Comments and Question

Hi, My neighbour is looking to do a Proposed first-floor side to rear extension to dwellinghouse. 

I am looking to write a comment based on
Effects on individual buildings - such as loss of light, overshadowing and noise. However, I am not sure how to write a comment in a more professional way. 

My Notes (atm) are: 

Effects of Individual Building: 

1) Loss of Light or Overshawdowing*****
a. Both our existing skylights will be affected by the erection of a first-floor side extension
b. Reduced natural light from a triangular roof addition 
c. with other building works (flats) going on, including this would reduce natural light in the garden - atm their loft conversion reduced it quite a bit already

2) Noise and disturbance resulting from the use
a. As the wall comes closer the noise level increases
b. Need soundproofing between external wall - come under building reg (but atm can near them quite a bit)

I have spoken to my neighbour about my queries too - as we are sharing a wall (on our ground floor). 

If you have any advice this would be much appreciated and/or examples to templates that can help me write it. 

This is a side question (and maybe a silly thought) but as we share a party wall if I were to do the same work as my neighbour. Where my hypothetical extension joins with there, would my house become a mid-terrace from a semi-detached dwelling?
