Data protection breach??

Hi - new to the forum and seeking some advice.
My husband recently received a solicitors letter in regard to a public right of way dispute. The plaintiff is a neighbour but the letter is currently being publically displayed in the window of another neighbour (not named in the letter) framed by bright red 'STOP' notices!
The letter clearly shows my husbands name and address and mentions the intention of court action - the person displaying it has previously made threats to us and family members and continually shouts obscenities and makes obscene gestures if we pass the house (we have previously reported this to the police and the neighbour in question has received a warning.
This is currently causing us a lot of stress and upset - is there anything we can do about the fact apersonal solicitors letter is being displayed by a third party?

How did the third party acquire the letter?
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
You're going to have more traction with the harassment side, especially as they have already received an official warning.

Sounds like harrasment and therefore a police issue not a data protection issue.3

The neighbour isn't subject to the DPA and therefore can't breach it.
