Unclear on if can ask for Council Tax rebanding

I have a 5 bed extended semi detached property that we bought in 1991.  It is Band C for council tax but I think judging on the property value in 1991 it may qualify for a lower banding.  What I don't understand is because we added an extension that took it from a 3 bed to a 5 bed around 10 years ago, does this mean we cannot ask for it to be revalued, as we have made it bigger.  Surely the value in 1991 is all they should use to calculate the banding?  

I'm seeing lots of people mention extended properties can be reassessed when sold on but does this then prevent the current owner from seeing if the banding was correct in 1991?

    This is a strange legal conundrum as what CT legislation says is a CT band cannot be increased on account of alterations carried out by the current owner after 1 April 1993 or last sale, whichever is later. From memory (I'm ex VOA), any revision of a CT band should reflect the physical state of the dwelling at the date of band review. So although the band cannot be increased because of the alterations you have carried out, it probably can't be reduced. 


    However practice and/or legislation may have changed so just explain the situation to the VOA and they will decide the right approach. It may even be that Band C is correct based on the on the original house size


    What intrigues me is that if you bought it 1991, you must know its 1991 value, so why have you waited 29 years to query the band?
