Why not, instead of blaming your neighbour (because it isn't his fault) ask the council to check that your banding is correct? It's simple to do. i tried appealing my council tax band E, when I bought 6 years ago, they disagreed even though I was the only one on the street with E.

Councils do not deal with banding of dwellings. In England and Wales it is the Valuation Office Agency (part of HMRC), in Scotland, the AssessorMalMonroe said:

Looked into it around 15 years ago and got nowhere with it. My banding is correct. He lives in a 4 bedroom house like me but his is smaller hence why its band D probably. My point is that choosing council Tax A to D is not a fair method of dealing with the situation.MalMonroe said:

But there are still thousands of struggling households in pricier and higher rated council tax band properties ranging from E to H.
Other households such as students and some pension credit claimants are completely exempt from having to pay.
These groups will be able to access discretionary funding of £144 million that will be offered through local authorities.
The Treasury said this will be provided to support vulnerable people and individuals on low incomes that do not pay council tax, or that pay council tax for properties in Bands E-H.
The rebate to bills will be made directly by local authorities.

As with everything else there is always a line, our house is the cheapest in our postcode and is a band F where all but one of the others are D.
We have no idea why but originally it was two tiny old crog loft cottages and is now one smaller than average house so suspect that's why. The other band F is a 6 bedroom farmhouse B&B but it is what it is.0
