Are there delays in DVLA sending out Driving License renewal packs

My husband (over 70) has a medical condition which requires him to renew his driving licence once a year. His condition will not allow on-line renewal.  This pack normally arrives 90 days before the licence expiry date.  This year it is already a month overdue.  Does anyone know whether this is a regular occurrence these days please?  Alternatively, can I locate these forms somewhere on-line to print off.  I'm unsure whether they have been updated within the past 12 months.  Any guidance would be appreciated.  Thank you.

Can it be done at the post office.
I renewed my license at the post office where they take your pic etc.
Only took 5 working day to get my new license back.
That was July last year.
