I looked at my father's gas usage from April 2012 to April 2013, when he lived in an old 4 bedroomed semi-detached house, which he kept at tropical temperatures. He used 40,459kWh of gas and 4,591kWh electricity. His gas boiler was 40 years old. I see that for the monthly bill for April 2013 he paid £222.09. At that time his projected annual expenditure on gas was £1,579. Sounds to me as your elderly father is rather like mine. The difference is, yours is not paying his own bills.
