    Normally, yes.

Most of the after-market dashcams are held in place using a "sucker" on the windscreen and power from the cigarette lighter.  That is all user-install and user-remove.

There is also usually a kit that can allow the dashcam to be hardwired which is more involved to install, but the dashcam itself, windscreen mount and cigarette socket adaptor could still be taken to another car if required.

OP, have you considered using your mobile phone in a dash mounted holder as a dashcam?
I was thinking of getting a dashcam fitted in my Peugeot 2008, so thought I'd try the phone first. I'm not gonna bother with a dashcam now. Obviously, the phone only records the front view, but I figure that if anyone hits me from behind, the front facing footage should be sufficient to show I'm not at fault.

There are free dash cam apps on Android - I use Droid Dashcam and the recordings are easy to download, and decent quality. I have set to record in 10 minute segments, up to a maximum of 25gb. No issues with the app. Phone is connected to power socket to charge, but doesn't have to be, although on long journeys I can see it needing to be.

And if a "sucker" is not that reliable, keeps falling off, there is sometimes an option to use a mount stuck to the windscreen using 3M(or equivalent) double sided adhesive tape. When necessary the mount may be removed by using a debit/credit card to "saw" through the tape or even fishing line to use in a similar manner.
Of course, if transferring to another vehicle, new adhesive tape is needed.
It's a one chance to position correctly though!

My dash cam was purchased from and fitted (hard wired) by Halfords.

When I changed cars I asked the supplying garage to hard wire/fit it in the new car and they did so FOC.

What you propose seems unnecessarily complicated. As someone has already said you can get a sticky pad for pemanent fixing similar to how they fiw rear view mirrors
