Sloped boundary fence height

Hello, I’m wondering if anyone can help me with a not so straightforward neighbour fence question.
How is the boundary/ fence height determined when properties are at different levels?
To explain- we live in an undulating area and our back garden has a boundary with our neighbours back garden, but they are at different heights.

We are 6 foot lower on this side, and the neighbours on the high side all have fences of 4 ft, so 4 ft to them but a total of 10 ft to us.
One of these neighbours have put in a new fence at 6 ft, and so this side are now 12 foot below. Due to the direction my garden faces this will block out the sun from my, and my next door neighbours gardens, and significantly reduce the light coming through windows.
The neighbour in question has a much winder property, so this will affect 4 of us on the lower side.
She didn’t talk to us before hand to discuss the change, and when I’ve been round to her today to explain the implications she says it’s her right to have a 6 ft fence.
I asked her why she wants to go up by 2 foot and it’s because she wants to block out the view of bricks of the lower down neighbours houses. So while reading that 2 foot will have very minimal impact on her, it will have a huge impact on myself and other neighbours this side.
I could understand if we could see into her garden, but it’s so high up we can’t.
Any advice would be gratefully received. Thanks

just to add we live in a city- the neighbour in question has a huge house and garden and can see most of the neighbourhood and town from their elevated property. So it won’t achieve anything apart from blocking out a bit of the upstairs of the lower neighbours, and we all have much much smaller gardens so it’s not like we could use a different part for sunlight.0 -
