Standing charges for a defunct electricity meter - HELP

Hi I thought it would be good to update as may be useful for anyone else having the same issue. An engineer/electrician came out from utility warehouse to install smart meters this morning. He checked the defunct meter and it had been de-energised a long time previously. Anyway he raised a job and removed the meter with no charge to myself.
UW still owe me money because despite me informing them that the meter was not working they agreed with me that I should not be paying for electricity estimated to be used by this meter they still decided to increase my monthly payments for both meters to £85.00 which they took today! I am going to request all payments are refunded as they have been estimating fuel costs and also charging a standing charge which I was advised by the engineer today should never have happened as it's not been a live meter for a long time.0
