    If you mean the latter, the (very junior) person you spoke to on the phone was almost certainly wrong. I've never seen a policy that specified that driving other vehicles cover was for use in emergencies only.

    If yours doesn't specify that (and it would also have to offer a clear definition of "emergency") then you would have the legal minimum cover to drive your grandson's car as often as you like, for any reason you like - or at least, for any reason within the bounds of social, domestic and pleasure use.

    Your policy is defined by what's written in your policy documents, not by what the person who answers the phone at your insurer thinks ought to be written on them.

    They would say that.  If you're named on someone else's policy, and you cause an accident, then they wouldn't be the ones paying the bill.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Direct Line call centre used to say that DoC was "intended" for emergency use only and there was something similar in the preamble of the policybook wording however when you got to the nuts and bolts of the T&Cs there was no mention of emergency use only.
