Public Liability Insurance for individual with IVA

How do I get PL insurance with an IVA on record? The IVA was taken out four years ago, with one year left to pay. But I keep being refused quotes because of the IVA. 

I have a small hobby baking business but wish to sell at markets. Markets require proof of liability insurance certificate in order to acquire a stall.

Are you being refused Public Liability Insurance outright, or are you being refused a policy on credit (eg. paid monthly)?

I have had problems in the past getting quotes from mainstream insurers. They don't seem to like anything except the "perfect" customer. Rung my home insurer ashburnham insurance and no problem at all. In fact they gave me a few options and were generally on par price-wise.
