1st time mortgage on right to buy council house

We have the right to buy our council house, we have had it valued and have been offered a discount because we have lived here over 10 years.
We are looking at mortgages but have no clue where to start.
We have 4 children (3 living with us) 2 (18 &20 years old) of those are autistic and we envisage them living with us for the foreseeable future. We are therefore looking at extending the property.
Would we be able to get a mortgage that would cover the costs of an extension. The price for the house is less than the value would that help us borrow more?
