    I'm not up on the technology but if it's possible, I'd be asking the EA to block him from using their portal. Back in the old days before the internet, local EA's all knew the dodgy or time-wasting 'buyers' and wouldn't hesitate to tell them they'd been outbid. I agree that you should let Police know, as I wouldn't be surprised if this man has done this before or may do it again. Even if they don't take any action, it's intelligence and could prove useful at some point.

    Even if you did accept his offer it would clearly be problematic, he would be trying to squeeze as much out of you after a survey etc. Good dodge and definitely call the police if he comers back. Ask the EA to block him from messaging you.
