Can someone get on the Electrol roll if indefinite leave to remain?

not uk passport but right to work in the uk?

if they want to improve their credit score?

Depends on where you are from and where you currently live.

Commonwealth citizens with leave to remain can register in the UK 

A foreign national with leave to remain can only register in Wales or Scotland.

For somebody trying to climb the credit ladder it can certainly help. It may make less difference to somebody with an established positive credit file.

Absolutely. It's a way of verifying who you are and where you live.

It's not a showstopper if you're not on it. Plenty of people buy houses who aren't eligible to vote but should definitely register if you can.
