Should a car driver leaving a roundabout give way to a pedestrian waiting to cross his/her exit road? No pedestrian crossing or traffic lights.

    Do you think any of the Highway Code rules says you should? That's not my interpretation.

    That's kind of the point, and as such I can see why the OP is asking as it's all about interpretation. I suppose it depends on whether you define a roundabout as a "junction", and in which case the following may apply; "At a junction you should give way to pedestrians crossing or waiting to cross a road into which or from which you are turning.".

    Having said that note the word "should" rather than "must". Personally, if doing so when exiting the roundabout would cause issues for other road users then I wouldn't be stopping to give way. However if I was about to enter the roundabout, to take the first exit an someone was waiting to cross from my left then I'd be inclined to wait until they do so.

    A roundabout is indeed a junction. However, the HC treats them separately, and in particular the relevant rule in the Roundabouts section of the new version only says (in Rule 187):
    "watch out for and give plenty of room to pedestrians who may be crossing the approach and exit roads..."
    No mention of peds waiting to cross.
  • There's going to be a lot of rear end shunts at junctions for a while.
