POPLA haven't made a decision but received an email from the PCN company

Hello, hoping anyone can tell me what to do now. 
So I received a pcn from CarFlow and I appealed using the template. It was rejected but then I submitted a POPLA appeal. Now I've had an email from CarFlow saying they'll cancel the pcn if I withdraw my POPLA appeal. However I need to cancel that first and then email them and they'll cancel. My question is should I email back and tell them to cancel first then I'll withdraw or play the long game and see what happens with the POPLA appeal.

    Did they use the words "without prejudice"?  If not tell them to sling ther hook.  
    You never know how far you can go until you go too far.

    My opinion is

    Can you trust carflow to cancel the PCN if you cancel Popla ?

    If you cancelled and they didn't , you would not get a second appeal

    I would want the offer in writing and signed by them , in case it went to court !

    This is what they said:
    "However, considering the circumstances we are willing to be lenient on this occasion. In future we will not be able to cancel parking charges unless the correct amount is paid for your stay.

    If you withdraw your POPLA appeal we will cancel this parking charge. Please respond to this email when you have withdrawn your appeal and the parking charge will be cancelled."

    that's what I'm thinking, I might email them back saying they have to cancel first then I'll withdraw

    Carflow are high up with some influence in the BPA (see their people/operator board page) and they read this forum and wouldn't dare promise to cancel then renege.

    But why would they need to do it on that condition. If they cancel first, then there is no POPLA appeal, as there is no longer anything to appeal against. Guess it depends on whether the PPC has stumped up their POPLA fee yet. I am guessing they want to avoid that as they know they'll lose.

    It will be black and white for you, once the new Code comes in, won't you prefer that to the murky grey areas parking firms seek to exploit?

    PPCs need to be in the spotlight and squeaky clean and we'd have respect for the industry for the first time ever, and I could retire from MSE or move on to another scam!

    You know I'm more than a mere keyboard warrior, I suspect.

    Anyway, as you saw, I say Carflow can be trusted to cancel and wouldn't the World be a better place if PPCs did so more often, or just didn't set up contracts that incentivise themselves to issue xxx PCNs per month?

    There's bad apples in every industry. People will always try to exploit loop holes to their own advantage. Whether it's to make or not to pay money. Depending upon what side of the fence they are sitting.

    Yep, although in the PPC and their parasite DRA industry, the bad apples almost poisoned the whole tree, so 'root and branch' changes were needed, don't you think?

    One hopes that most loopholes will be closed on both sides and that parking charges will be fairer and ultimately, contracts less incentivised.  There are parking consultants already advertising to advise on ways to achieve parking management without incentivisation by PCN number.

    Perhaps I should set up as a parking consultant?  Not sure they like me much, though...
