No observation time

Will keep this as short as I can.
Recently got a PCN for parking on a single yellow at 18:33. It’s no parking there between 7-7. Strange as I’ve never known anyone who lives here to get a ticket after 5 so I guess they must have been doing overtime.
I noticed the observation time said 18:33-18:34 so I appealed it thinking i wouldn’t have to pay as they need to observe the vehicle for over 5 or 10 mins. They rejected the appeal saying the following:
A contravention ‘01*’ is an instant contravention, with the length of time stated on the Penalty Charge Notice simply being the time taken to record the contravention and produce the Penalty Charge Notice once the vehicle has been observed as being parked in contravention. The ‘01*’contravention can be used in circumstances in which a vehicle has parked on a single or double yellow line in an area in which we choose to exercise zero tolerance and thus no observation period, as opposed to the usual 5 minute period for a contravention ‘01’; and this has been the case here.

Is this true? If so, why have all other tickets that have been issued on this street in the past (for me and other friends) had an observation time of over 10 minutes?
I just want to check if there’s any point in me continuing to appeal this or if I may as well just pay it now?

I assume that this PCN is council ? Not private ?
If it's council , join pepipoo fightback forums using a non Hotmail email address and post in the council section there after reading the posting requirements first
