    As with any telecoms company you can make an official complaint. They have 8 weeks (?) to resolve it. If they do not, then you can complaint to OfCom.

    Could you move to another provider & take your mobile number with you?

    I'm on PAYG Asda and don't get marketing texts, also have second SIM with O2 and do get marketing texts so a move,,new SIM + PAC could be your answer, I note Tesco piggy back on O2 so perhaps it's a network thing.

    If unsure if your phone is locked try another free SIM first,, or possibly buy another cheap handset
