I think perhaps this thread is a lesson in trying to keep yourself more aware of what's going on in your neghbourhood if things like this are of a particular concern to you. I can't comment on the OP's particular area, but round our way our weekly local paper has a section featuring local planning notices (and big developments are likely to be a news item in itself), our local council website has a planning section where you can view and comment on current applications and I belong to a Facebook group for the local area where local concerns on anything and everything are regularly aired. And of course, there is also neighbourhood gossip if you actually speak to your neighbours !
