This surely contravenes both building regs and fire safety as a window would be required as a fire escape should there be a fire in the sitting/kitchen area of the flat that would prevent you from accessing the front door

I doubt a newbuild development hasn't been passed by building control. I suspect the size of the flat is the relevant thing - you're only ever going to be a few steps away from the exit.

How can that sliding door be a fire door? We have planning permission including adding a door from the garage to the hall of our house, and the building regs specify it has to be resistant to fire and smoke for 30 minutes, and be self closing. Is there some sort of self closing mechanism on the sliding door?

It doesn't need to be a fire door - I don't think there needs to be a door there at all. Doors separating garages from the rest of the house have different requirements.
