Would Builder Fit Windows if I Supply Them?

I got a quote for windows around 3 years ago from a well known company. Quote was £7500 for 2 large (approx 2500mm by 1850m), 3 medium (approx 1300 by 1300) and a mid sized one at approx 1300 by 1800). That was with wooden I internal cills.
I found the quote the other day and put measurements into a supply only company. The price with toughened glass for one large window, triple glazing, bronze handles and trickle vents came to £3k, without wooden cills.
If I kept the wooden cills we have already (sanded them down + re-varnished), would a builder fit them in? I would pay the hourly rate for re-measurements first. Or would they say it wasn't worth their time?
I guess warranties may be an issue as potentially builder could say manufacturing fault and supply company could say fitting problem, if anything happened to them.

It is highly unlikely that you'd find one able to self certify, so you would need to go to Building Control to get the work signed off (for a fee). Failing to get BC sign off leave you open to enforcement action from the local council (unlikely to happen), and will cause problems when you come to sell the house.There are independent window installers out there that may be able to fit your windows and provide the relevant paperwork. But you would be entirely responsible for making sure the frames are the correct size.As for keeping the sills - I have some hardwood windows here, and the sills have rotted where water has been pooling under the frames. A casual inspection, and they look OK, but rip the frame out, and the rot is extensive.Her courage will change the world.

I install for other window firms and have installed for customers who have managed to get hold of a door or window from somewhere . I charge labour day rate only plus materials . I don't guarantee it . If there is an installation problem I will fix it for free , If its not I charge extra returns .
