This is such a sad read. The poor dog sounds lonely.
Maybe you can suggest to the neighbour to leave the telly or radio on during the day. Also, leave a piece of clothing with his scent on it so the doesn't feel like she's been abandoned.

Dog Howls All Day Long

We live in a 'good' area with a fair number of well looked after expensive dogs. One of the newer neighbours a few doors down bought a dog 4 years ago. We'd hear the owner shout at the dog and sometimes hit her. We would hear her yelp when she was abused. I know it's female as he'd constantly shout 'bad girl' at her. I called the SSPCA and they did attend the address. The hitting stopped. I'm home all day now and hear the dog howl ALL day long. I think it's kept in either the kitchen or garage or maybe utility room. Should I call the SSPCA again? The owner is divorced and his teenage kids visit at the weekend. The SSPCA didn't seem to do too much before. The animal is lonely as the owner is at work all day - I think he's a builder. Is loneliness abuse?

Answered via google - not classed as neglect etc so will chat with him to see if he knows his dog howls all day while he's out.1

Do you have a local dg warden. If so, have a word with them.
AS you mention SSPCA I assume you are in Scotland. Have a read of the Animal Health and Welfare Scotland Act 2006

The dog stopped howling a few days after these posts! Perhaps he read them ...bit of a coincidence i know but fingers crossed the wee dog is happier now.1
