I visited the car park twice and was fined from first entry to last exit

Hi - I received a PCN from civil Enforcement because I twice visited my local supermarket on the same day. I have evidence so will successfully appeal but my question on here is - shouldnt they have checks in place to cover this or whether the equipment was working that day before they issue an invoice with menaces? I also received a redirect fee from my car leasing company - any advice on what action I can take against them? this has seriously inconvenienced me and I am sure people who might not be fortunate enough to have evidence might have suffered the same fate.

Yup, it’s a common complaint with multiple visits. Regarding your lease company, its in the terms and conditions you signed when taking out the lease. My leasing company used to pay the companies and then charge me for doing so.

Check the terms of your lease to see whether it includes parking charge notices from unregulated private parking companies, or whether it only mentions fines and penalties from an authority.
If there is no mention of charges from private parking companies, they are outwith their contractual terms to charge you.
Also check to see if the lease company is a member of the BVRLA, as members have been told not to pay these charges but to supply the PPC with the hirer/lessee's details.
Has the lease company transferred liability to the hirer/lessee by informing the PPC of the hirer/lessee's details, or have they simply forwarded the PCN to you?
Until they do this, the lease company remains liable.
When you appeal, do not reveal the driver's identity. Do tell the PPC that the appellant is the hirer/lessee.
What happened when the lessee complained to the landowner and the manager/CEO of the supermarket?
Do complain to your MP, and ask her/him to forward your complaint to Michael Gove MP and Neil O'Brien MP at the department for levelling up.
Remind them that the UK Government has prohibited the use of ANPR cameras in council car parks because it is not fit for purpose, but private parking companies use these flaws to generate income.

Why would anybody in their right mind write software that did this deliberately, unless of course they were told to by their bosses (the PPC)? When I used to write software (I don't now, I am cured - I retired) there would have been tremendous multiple jam-ups in some large industrial food processing plants if my software had not recognised separate units going passed my detectors or the same unit entering and then exiting!4
