Advice on launching a new App

Hello.
I am a single parent, with a dependant child, working part time on minimum wage. I have an idea that I belive would be really successful, it involves launching a new App. However, I do not have IT skill any higher than level 2 and therefor I am unable to design the App with out any professional help. Also, the biggest barrier is the lack of funding. Can anyone advise me on any help that maybe available please? Thank you for reading.
