Ok, so let me make sure I have this right. Can I pay the RCI balance to their bank account with an AMEX card, over the phone? That seems opposite to my understanding. Or are you saying that you can pay with other credit cards, not AMEX in particular?

If you pay the bank with cash from your Amex you'd be potentially charged a cash advance fee and pay lots of interest (usually from day 1). If you want to do it that way, you need a money transfer offer (ideally on a second card as putting them on spending cards is a risk due to fund allocations) to put cash into your bank to pay them off
