2 standing charges for electricity

Is it though? It's one supply into the house (into a space under the stairs). It is only once it is in the house that the supply is split between the 2 floors... Isn't it similar to having 2 boilers (one on each floor) so when the gas comes into the property, it is split between the 2? 

I'm obviously happy to pay for the overall supply, I just don't see why there should be 2 standing charges for one supply into the house, just because it diverts once in. I don't see how it is costing them anything extra...

Yes. If a house is split between 2 flats or 4 flats, it’s still one incoming supply. When it was flats each one would be metered & billed separately and that doesn’t change then it’s converted back to one house. When it was put back to one house the electrics should have been done the same, whole house to one meter, then the other meter removed. As it wasn’t, you’re stuck with 2 meters so 2 standing charges
