Rather than get a variety of helpful but often conflicting advice, I would respectfully suggest that a visit to Citizens Advice may be in order. They can advise on energy management plus they have advisors that can help with benefits advice.
Good advice, surely your father is entitled to Attendance Allowance, and maybe you or your Mother carers allowance, please speak to the experts

Yes they get all the allowances. My Mum has made sure of that and to quote my mother - they have money coming out of their ears! My dad is on a very good pension - MOD one. It just doesn’t come our way.

I don’t think your problem is with the energy company, do you?
1 bed flat, rent, rates, utilities and loving family attached £1,000 per month. In all seriousness you need to have a heart to heart with your mother

With all due respect then, the solution to your problems is well within reach, just use the private meter you already have to let them know how much they need to pay each month.
I understand that it does not split the usage between day/night, so just use a blended rate for their use which is a simple average of the total use(kWh)/total cost for that use.
    It will be close enough.
No reason for your parents to not keep the place as warm as they want, as long as they give you the money to cover it.

So keep an eye on over a week to work out rough daily cost x our day rate?
It depends what sort of meter you have monitoring the use in the annexe.  If it's something that logs use like a regular meter you could just do it once a month at the same time you do your reads for your supplier. Work out what % of the use is in the annexe. Will depend on the annexe meter/monitor, might be more labour intensive if it only does it daily.

As others have said this is going to come down to a frank conversation with your parents about your energy costs and how much they may be using.  Not an easy conversation.

    Are you an only child?

Do they feel it to be unfair to give you more than a sibling (regardless of the reasons why)

Why are they seemingly hoarding their wealth if it's "coming out of their ears"?

Are they worried about future care costs?

Are they happy to let you struggle or are they oblivious to your circumstances?

You need a family meeting asap.
How's it going, AKA, Nutwatch? - 12 month spends to date = 2.60% of current retirement "pot" (as at end May 2025)

My answer was going to be the same as MWT above - read their meter once a month and get them to pay for what they use.

Letting them use whatever they like for £100 month isn't going to  help you keep control of the costs, especially with an impending rise of possibly up to 50% or more.

A heat pump/air con unit can have a COP of around four, which can make it four times cheaper to use than an oil filled rad for the same amount of heat.

Perhaps you really need to understand how it works and help them get the most out if it - possibly by taking away the oil filled rads and encouraging them to use the heatpump instead.

Can you give us a bit more info on the make, model and how it's been installed and where the diffusers are located.

Indeed, get them to pay their way, why should you have to suffor.

Install solar panels and battery storage and get them to pay for the installation. Reduced bills evermore.

Install a coin-operated meter so they appreciate how much electricity (and money) they are burning through.
