As others have said this is going to come down to a frank conversation with your parents about your energy costs and how much they may be using. Not an easy conversation.1 -
Are you an only child?
Do they feel it to be unfair to give you more than a sibling (regardless of the reasons why)
Why are they seemingly hoarding their wealth if it's "coming out of their ears"?
Are they worried about future care costs?
Are they happy to let you struggle or are they oblivious to your circumstances?

My answer was going to be the same as MWT above - read their meter once a month and get them to pay for what they use.
Letting them use whatever they like for £100 month isn't going to help you keep control of the costs, especially with an impending rise of possibly up to 50% or more.
A heat pump/air con unit can have a COP of around four, which can make it four times cheaper to use than an oil filled rad for the same amount of heat.
Perhaps you really need to understand how it works and help them get the most out if it - possibly by taking away the oil filled rads and encouraging them to use the heatpump instead.
Can you give us a bit more info on the make, model and how it's been installed and where the diffusers are located.
