POFA 2012 Section 9, Schedule 4, paragraph 8, section 4 has changed? Now says 28 days instead of 14

You appeal as keeper using the blue text template from the newbies FAQ sticky thread near the top of the forum in announcements , adding a line that they failed POFA on timscales so cancel the PCN ( plan B )
If they reject the keeper appeal , they will issue a Popla code , at which point you appeal as keeper to Popla using the Popla code ( you cannot appeal to Popla without that code , so plan C
Plan D is court , within 6 years
Their proof will come in their Popla evidence pack , or lack of proof , which is just as important2 -
You use the words I gave you, in your POPLA appeal. You do not need ANYTHING else from CEL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Unless I've misread, the OP has already appealed the NTK, had it rejected and received a POPLA code? Therefore the current stage is POPLA appeal.
