Neighbour Property depositing roof water into my garden. What are my options?

Hello,
There is a property behind my house (garages that belong to a large flat complex), which has a roof drain pipe that is so poorly constructed that water doesn't flow, but pools and then is deposited over three properties, making their/our gardens completely waterlogged and that is also eroding a fence.
We moved in last year and was recently told that the roof of the garage used to be flat, but they made changes to make it sloped a few years ago. Solicitors were called at the time to get the guttering put in place because apparently, it is illegal to deposit water waste onto someone's land - which is basically what is happening.
I've tried to find out who owns the flats without luck. Does anyone know what I can do to get the guttering sorted? Is it something the council could help with?

Hi, yes, your council should be able to help with that kind of information. Normally councils are in charge of granting planning permissions, so it should all be on their records. The flats may even be owned by the council, in which case, things may be easier to sort out. (Although having said that, my local council is rubbish! Hopefully yours isn't.)
It sounds as if the owners of the flats are oblivious anyway but once they are made aware, they can do something about the problem.
