What do you mean by decreased?  If you mean degrease the discs then there is no harm in doing that if the manufacturer says you don't need.  Don't put anything on the pads.

    Angle grinder?
Or if they have some anti-rust protective coating, then brake parts cleaner or a suitable solvent.
Some are not coated now, but I'd clean them in spite of that.
  • You do not need to do anything to the new brake pads just fit them as they come.
  • I've always cleaned the new discs with brake cleaner but the supplier says I don't need to. I don't clean the pads.

I always use brake cleaner on new discs. It's pretty cheap and can't do any harm. Better that than contaminating the new pads.
  • Follow the manufacturers instructions.

Brembo use a UV coating on (some) of their discs and that doesn't require any form of cleaning before fitting.

The UV coating is a special paint that stops the metal from rusting, so they don't get coated in protective oil when they are made/stored.

A few other manufacturers use a similar coating, like Pagid's Geomet coating. (Mintex the same)

Obviously these discs may still need a clean if you've got some grease on them when fitting.
As already mentioned, follow the instructions.
