I'm sure the OP will correct me if I'm wrong, but from what I understand, the ticketer is a moron who thinks that someone with a blue badge is only allowed to park in an accessible bay when displaying a blue badge, and is not allowed to park anywhere else whilst displaying a blue badge.
If that is the case, I hope the OP complains to the CEO of Waitrose, and to Britannia, and to the BPA, and to their MP about this matter.
They did the right thing by moving the car before the NTD was issued. Now, either no NTK will be issued, or if they are stupid enough to try, it will be non-PoFA compliant.I married my cousin. Because PPC's are only after profit, not car park management, the patrol muppets are targeted to issue as many tickets as possible, also if you look at GSV which goes all around this car park, the signage is rubbish and doesn't in any way conform to the BPA COP.

Or more succinctly...
A person with a blue badge is not allowed to charge their electric car.

It is madness and the BPA need to be told. Email a formal complaint to the Head of AOS, Sara Roberts:

and state there needs to be a basic 'common sense' approach and re-education of their members about EV bays, including the fact that EV drivers will (of course) use them to charge, out of shop opening hours if there is no barrier, AND it is blatantly obvious that a Blue Badge holder with an EV can of course charge it and display a BB at the same time, to claim free parking /charging time in car parks like this, that do not charge BB holders.PRIVATE 'PCN'?
