as per others have said claim off the travel insurer... and if you don't have travel insurance then sorry but your plain stupid!
Well read what I have said too. We do have travel insurance. TUI and Crystal are saying we Do meet the requirements to travel so therefore we cannot cancel for COViD reasons and cancelling with less than 24 hours to go will not be covered on travel insurance with them. They have travel insurance through TUI/Crystal.
I haven't heard of a travel insurer imposing the within 24 hours within there terms and conditions, have you spoken to the travel insurer direct or just TUI?

Crystal's own site has the current entry requirements about needing a negative PCR result, have the call centre staff been directed to this as well as the gov.uk info?

    Bulgarian government update

We’re aware that the Bulgarian Government have announced a change to entry requirements for UK travellers. Everyone aged 12 and over must now show proof of vaccination or recovery from COVID-19 in addition to a negative PCR result from a test taken within 72 hours before their flight arrival time.

I am taking over the phone calls now. Waiting for a manager of the travel agent to phone me back.
There seems to be a complication with the fact it’s a group booking. They are saying though that they won’t allow him to cancel for COViD reasons and that cancelling for no reason with less than 24 hours notice will not be covered.

But They say that if he is stopped at the airport then he can do a lateral flow test.

Well he is going. We have it in writing that he can go. Thankfully the nhs app travel forms has just updated.
I am still sure he cannot go, but they are adamant he can. Feel a bit better that we don’t have to pay for the travel pass. Now it will just be a wasted 2 hour journey if they turn him away. ( I think they will turn him away).

I also think he will. I am glad that we haven’t had to pay the £150 for the travel pass as that would have annoyed me.
What else can we do. We have phoned TUI and Crystal about 8 times today. The main leader of the group has spoken to them about 4 times.
We have escalated the call to the manager and everyone of them say he is good to go.
I now have to drive him a couple of hours to his mates house. He offered to get the train but I am being nice. I am also prepared to get a call to pick him up from Gatwick tomorrow. Grrrr.

Anywhere that does a fast PCR test? Every chance he may test negative.

Assuming your insurance is with TUI, call AXA they are the underwriters and check if they will pay out?

Well he is through security. I assume that means he will fly to Bulgaria now. All it says about Bulgaria is that they could be stopped to do a lateral flow which he will pass ( well he has passed the last 4 or so days at home).
