    If they do then the NTK is late.

    If they don't then it doesn't matter - the onus is still on them to prove the keeper was the driver.

    this is not capable of keeper liability so appeal as keeper and say so.

    MET has ignored the fact of the above dates and issued a POPLA code.

    What would others say to them ?

    The chances of a first appeal being successful is slim to none - with any PPC never mind MET. It doesn't matter what you put in the appeal. ( Parking Prankster and the radioactive spider anyone? ;) )

    Just do the POPLA appeal as keeper only - with a properly-worded appeal it's a slam-dunk win. :)

    I would tell them they they are wasting their money paying PoPLA.  
    You never know how far you can go until you go too far.

    Many thanks Jenni. They refer to "driver left site" after parking in a Mcdonalds car park.
    Of course they don't know who the driver is and refer the registered keeper and signs

    All that is irrelevant if they fail to comply with POFA
