If they do then the NTK is late.

this is not capable of keeper liability so appeal as keeper and say so.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

MET has ignored the fact of the above dates and issued a POPLA code.
What would others say to them ?2 -
The chances of a first appeal being successful is slim to none - with any PPC never mind MET. It doesn't matter what you put in the appeal. ( Parking Prankster and the radioactive spider anyone?

Just do the POPLA appeal as keeper only - with a properly-worded appeal it's a slam-dunk win.

Of course they don't know who the driver is and refer the registered keeper and signs
All that is irrelevant if they fail to comply with POFA
