LPA advice please.

My wife's Brother is suffering from Parkinson's and he has needed to go into a Nursing Home.
He is very mentally aware but his speech is not very good and he is also unable to write or sign anything.
Problem being he has not taken out an LPA and is now unable to sign one, what can we advice him to do to get around this problem?
