Double storied rear extension - possibility of rejection from council

Hi all,
We live in a semi detached 3 bed property in London borough of Bromley. We intend to do a double storied rear extension with maximum possible approved limits. While one side is a part wall semi detached neighbour, the other side is a detached property. The detached property was built quite recently ( in the last 30 years or so ) and its original house depth itself is around 7-8 metres from the current rear wall of my property ( pretty much blocking a good deal of sunlight on my current rear wall facing windows ). Ours is a south ( slightly south east ) facing garden and accordingly the impact of this block is not pressing.
My major concern is the side walls on this property. It has 2 side walls with obscured glass windows for a bathroom and utility area overlooking my patio. If I were to extend even 3 metres to the rear, it will most likely block these side windows. The total distance between their side wall and ours should be around 8-9 ft.
Can someone shed light on the possibility of rejection from the council for this extension? Also do the neighbours of this detached property have valid grounds for objection?
