Buying council flat in Sheffield

Hello. I was wondering if anyone had experience or know what would be the discount given to a council tenant living in a 1bed flat in Sheffield (Heeley) if they want to buy it?
They meet the requirements and I know from Sheffield website the max.discount is £86k. The discount will be dependant on the valuation and years of being a council tenant. Assuming, the value is £50,000 and tenant has lived there for 5 years, any estimate of how much could that be?
Also, is it possible before buying to find out from the council if they plan any major works on the building in order to ensure no major cost share to pay shortly after?
