Challenging Postal PCN received after 98 days - Still have question after reading NEWBIES thread!

Hi all
I received a postal Parking Charge Notice from NCP car parks on 7th Jan 2022. The date of the incident was 1st Oct 2021, which was 98 days ago.
No parking ticket was issued on the day of the incident, so I was unaware that my parking payment hadn't gone through via the app. It is only now that I realise my payment hadn't worked.
From what I have read on various threads, a postal NTK should be received within 14 days of the incident, but other threads say that they can take up to 6 months, so I am confused whether this PCN is valid or not?
Am I able to challenge this? If so, the standard recommended template within the Newbies thread doesn't allude to the above situation, should I use this template or tailor it to reflect the the fact the PCN should have been issued within 14 days?

Fourteen days if they are attempting to invoke keeper liability. Does their letter state anything like that, including reference to the Protection of Freedoms Act 2012 (Schedule 4)? If not, they have six months to access the keeper's details from the DVLA (and a further month) to ask the keeper for the driver's details (which the keeper is not obliged to divulge).Is this your own vehicle, or is there a lease/hire/company car involvement?Please note, we are not a legal advice forum. The PCN is saying the driver is liable for a parking charge of £100.
'You are now invited to: 1. Pay the unpaid parking charge. 2. If you were not the driver of the vehicle, to notify them who the driver was'
There is no mention of Protection of Freedoms Act 2012.

It's definitely not a reminder, there was no ticket stuck on my windscreen or anything on the day in question.
