Yes I think speaking to the operators is my next step; but the media is the step after that. Do you think that PE have added something to the signs after their run in with Nicolas Bowen QC? That was expensive for PE. It's against what the RAC recommend. What are people suppose to do, cause a multiple pile up.
It might be an idea for the OP to write to the RAC.

The signs say in small print: parking, waiting or otherwise remaining in the car park. The judge said that legally ‘otherwise remaining’ should be interpreted as covering broken down. I did say that the alternative would encourage motorists away from the safest ares in case of accident or breakdown.
