We've got an old bungalow with concrete floors and no heating system. It's pretty well insulated, cavity walls and loft all done, but floor not. Gas is not available. Im not sure the floor would keep sinking, it simply wont have been compacted well when built, I think it would be worth digging them up and getting nice dry flat floors anyway, and its a job you can do yourself with a rented jack hammer.
