The card may have been stolen from a shop which could mean that it had been rendered void or the original purchaser could have reported it as having been lost or damaged and this may mean that it couldn't be used if resold.
There are also some reports stating that it's known for scammers to remove the silver coating to get the number below then reapplying the covering:

WH Smiths have already sold it once and banked the payment. Why on earth would they accept it back, pay out a refund, and then go to the trouble of having to sell it all over again?
The best thing you can do for the future is to pass on to friends and relatives Martin Lewis's advice that buying and giving gift tokens and vouchers is all too often a waste of money. If people don't have ideas for gift items, give cash, not vouchers.4 -

Not really. The general position for anything you buy in a shop is that you are not entitled to a refund just for change of mind.
Where shops do allow it, it is for commercial reasons, in addition to your consumer rights and on a limited range of items. Try taking a DVD back and saying you didn't enjoy it, not worth the money!0
