Great thank you, I'll take a look at the documents. The charge notice was from a car park in Perranporth yet the Premier Park address is Premier Park Ltd, PO Box 624, Exeter, EX1 9JG

BPA operator , so complain online to the BPA AOS team about harassment after naming the driver as required by POFA , add the PCN reference number too

Premier park have the right to ask you the keeper for payment , they could ask me or anyone to pay it , but my reply would be unprintable 😁😁😁

Just because they have asked you to pay it , and may do so until June 2025 , you have the right to ignore them and not pay it

I would also complain to my local MP too , so I suggest that you complain to your local MP too , by email

I would also follow plan A , complaint to the landowner

If the driver has denied driving, that doesn't stop the POC pursuing the case against that person.  And there is nothing in the POFA that allows a PPC to revert to the keeper as an easier target.  They can't.  Not if you gave them the driver's name and postal address.

Their way forward is to pursue that named driver.

I've submitted a complaint via the BPA using their complaint form. In answer to your previous question, the parking charge was issued on 15th June 2019. I sent an appeal and It all went quiet over Covid then I received this new PCN with an issue date of 8th November.

Now I've sent that complaint to the BPA off would you recommend I do anything else at this time?
