    Other than paying someone to explain to me in laymans terms the outcome of the planning documents in terms of the flood risk etc, I guess we will have to decide whether to proceed and take the risk.

    Do you know what the consequences are, apart from getting flooded, ofc.?

    I would assume it would then become difficult and expensive to get house insurance combined with making the property difficult/impossible to sell.
