Laptop charging

Last year battery died so i used mains plug in. Then fan over heating, so took to repair shop a few mth's ago. and replaced both. After a few weeks noticed when plugged in not charging battery and laptop using it. Now when battery is running down i have to shut down and plug in mains. This does charge the battery with an orange light but my mains has a white light which does not charge when using laptop.
As it is charging battery when i shut down i presume the mains lead is okay but not when laptop on. It is getting tedious shutting down to charge battery every time, and worried if battery goes again i won't be able to power up with the main lead. Any thoughts on this and any solutions if any.

What is the make and model of the laptop and OS?
Are you using the original power adaptor as supplied by the manufacturer?
Is it a battery that you can remove or an internal one?
Get a battery health report by opening the command prompt (Windows Button + X and select Command Prompt (Admin)) and type:powercfg /batteryreport
The the open the by going to run (Windows button and R) and type%userprofile%\battery-report.html
This will open the battery report in your browser, come back and paste the following info from it:

If the power supply only charges the laptop when it (the laptop) is not in use that suggests its either not the right charger or it has a fault and isn't putting out the right voltage. The power draw of the laptop will take priority in this situation, so if there isn't enough power the battery will not charge.
