UKPC letter for parking out of allowed hours - should I appeal?

If it only arrived yesterday, why would the keeper want to write an appeal that says who was driving and thus throw away the fact that the PCN arrived too late for keeper liability?

I suspect it is dated in time but it didn't arrive on time. Any clue on the envelope what date it was posted and/or if they used 2nd class post and/or a third party mail consolidator?
