Water Rates In Service Charge

I live in a block of 16 custom built flats. Owing to a rather large increase in our service charge this year, for the first time I took a long look at the itemised bill, and one of the things was water rates.

I know what water rates are, however I am on a water meter, which includes sewerage costs. I'm not aware of any communal water outlets, so before I ask the managing agents about this, does any8ne know of any circumstance when I should be paying both water rates and a bill based on my water meter? The service charge water rates are almost a such as my yearly water bill.

    It should only be for a communal water supply.

    Like a tap for watering the garden, or maybe a tap in a cleaner's cupboard - for mopping communal areas, cleaning communal glass doors, windows.

    If you ask the management company, I expect they'll tell you with no problem.

    If you ask for a copy of the bill, they might send it voluntarily. If not, as a leaseholder you can 'go legal' and serve notice requiring them to allow you to inspect invoices etc.

    That would be an awful lot of communal water from a tap or two x 16.  Surely it's wrong...?
